Report on County Council Matters to North Nibley Parish Council

11th May 2020

I hope to join you on Monday. Two other parish councils have meetings that evening and I also have two county council meetings during the day.

GCC Public Question and Answer Session.

This was held by YouTube on Thursday 7th May. I sent an email to parish clerks and chairs last Tuesday, which was when I received the details!

Daily Briefings

The County Council is sending out briefings every weekday to county councillors, district councillors and parish clerks. I hope you are seeing these. I have appended the one for 7th May to this report. I can add a bit to this:

Testing sites

The mobile site at Oxstalls is a new facility. There is a drive-through site at Brockworth for key care workers with symptoms. There are more remote testing sites at Junction 6 of the M5 and at Bristol Airport. It is hoped to improve on this situation.

Household Recycling Centres (HRCs)

Hempsted and Wingmoor are opening this Monday (“today”) for essential visits. These have to be pre-booked. Anyone else turning up will be sent away. These sites both have their own approach roads for queuing vehicles. It is intended to open the other three sites in the county, which would include Pyke Quarry, the following week. I assume this will be under similar restrictions and, since the Pyke Quarry one is directly off the road to Horsley, understand there will be staff in place to carry out traffic management.

Highways Local

I am continuing to receive requests for my share of this allocation and will be submitting my list soon.

Meetings

Full County Council

A Q & A Webex meeting was held for all county councillors on 30th April. It was “attended” by 45 of the present 52 members. (A by-election for a vacancy had to be cancelled in March at short notice.) Around seven officers also attended.

Planning Committee

A full meeting of the committee will be held this Thursday using WebEx. Members of the public will be able to view it using the GCC website.
